Abstract:
This report posits that, due to property tax based financing of public schools, students who come to school with the most resources are supplied the most resources by schools. The authors describe why these funding inequities persist and how this can be changed at the federal, local, and state levels. They suggest reforms such as increased federal funding for poor states and high state minimum foundation amounts.
