Abstract:
Budgetary and enrollment data from 15 school districts adversely affected by Hurricanes Katrina and Rita are analyzed in this report. It is suggested that the New Orleans school system is struggling the most due to its pre-existing failures and fractured state, and the report recommends that local and state officials give the Recovery School District (RSD) time to rebuild. Schools that made the most progress after the hurricanes were functional before the storm and were more prepared: they had adequate cash reserves, insurance coverage, and disaster plans.
