Abstract:
This report identifies some of the factors that contributed to New Orleans’ problems as well as explains the key difficulty that has slowed the recovery process: the fact that families need access to multiple successfully systems—schools, transportation, housing, utilities—at once, not incrementally. The condition of schools in New Orleans, pre-Katrina is described, as is the recovery process. The national school reform climate is also examined at length, as are the intricacies of the Recovery School District and the Orleans Parish School Board.
