Abstract:
Following Hurricane Katrina, New Orleans public schools’ governance was split between the state-run Recovery School District (RSD) and the local Orleans Parish School Board (OPSB). This report argues that, despite promises of substantial reform from state officials, the new system has only created disarray and confusion stakeholders. This is attributed to the fractured organization of RSD-run schools, both charter and non-charter, OPSB-run schools, charter and non-charter, and Algiers charter schools. Noting as well that RSD schools have struggled to hire teachers and prepare schools for their students, the report suggests that state authorities and policymakers create a single, coordinating body for New Orleans schools, identify schools that can quickly be reopened, and provide equal support for all public schools.
