NCLB: A Steep Climb Ahead
A Case Study of Louisiana’s School Accountability System
Public Affairs Research Council of Louisiana, Inc.
July 2004
Abstract:
This report is based on a year long study conducted by the Public Affairs Research Council on the impact that the federal No Child Left Behind legislation would have on Louisiana’s accountability system. They found that Louisiana had fewer problems than other states in implementing NLCB’s mandates because its system already had many of the features required by the new law. However, NCLB does not allow a state to modify its performance goals and it is unlikely that Louisiana will be able to improve student achievement at the pace required.
