Abstract:
In 2002, the state of Pennsylvania took over 45 failing schools in Philadelphia and turned their management over to seven for-profit and non-profit entities. Additionally, schools still controlled by the local district underwent a number of reforms. This report by the RAND Corporation examines student achievement for the district for the varying types of schools from the takeover through the of the 2006 school year.
