We believe that the post-Katrina rebuilding of public education in New Orleans must be research-based in order to achieve sustained school and student achievement. The Cowen Institute developed the Scholars Grant Program, a series of structured research grants for Tulane faculty to encourage multidisciplinary applied research to create new knowledge to inform and influence the transformation of public education. This program provided incentives to the university’s faculty to produce substantive research that could inform education leaders nationwide looking for fresh perspectives and practical solutions to turning around chronic underachievement in public schools.
